The wastegate is essentially an exhaust bypass valve inside (or away from, but always upstream of) the exhaust turbine of the turbo. When a predetermined pressure is reached, set by the actuator (+any boost control devices), the wastegate opens and allows SOME of the exhaust gases to bypass the turbine - limiting its speed and therefore boost pressure.
